What an Israeli appraisal report includes

An appraisal report is a signed professional opinion of value. A complete report is built from these parts:

  • The Land Registry extract (nesach tabu): the registered owners, the size of the unit, attachments such as parking or storage, and any mortgages, caveats or liens.
  • The planning status: the building rights under the approved plans, from the local planning committee.
  • The building permit file: what was approved, and whether what exists on site matches it.
  • Comparable transactions: actual sale prices of similar properties nearby, from the Israel Tax Authority database.
  • An inspection of the property by the appraiser.
  • The signature of a certified real estate appraiser (shamai mekarkein).

Common situations for clients abroad

You inherited an apartment in Israel

Heirs abroad often need two values: the value as of the date of death, for the estate and for tax filings in their country, and the current market value, for a sale or a division between the heirs. We can value the property as of both dates.

An apartment in Israel is part of a divorce abroad

When the other spouse lives in the apartment, the inspection is coordinated with them, usually through the attorneys. The report values the property as of the date your attorney specifies, for example the date of separation.

You received a betterment levy demand while living abroad

The local planning committee charges a betterment levy when a new zoning plan (taba), a variance or a change of use increases the value of a property. It is usually demanded when you sell or apply for a building permit. You have 45 days from receiving the assessment to file a counter-appraisal or request a decisive appraiser, so have it scanned and sent to us as soon as it arrives.

Hebrew terms you will come across

Israeli documents and officials use Hebrew terms. These are the ones that come up most in property matters:

Tabu, nesach tabuטאבו, נסח טאבו
The Land Registry, and the registry extract that shows who owns a property and what is registered on it.
Shamai mekarkeinשמאי מקרקעין
A real estate appraiser licensed in Israel.
Tabaתב"ע
A zoning plan that sets what can be built on a plot.
Va'ada mekomitועדה מקומית
The local planning and building committee, which issues building permits and betterment levy assessments.
Hetel hashbachaהיטל השבחה
Betterment levy: half of the increase in value created by a new plan, a variance or a change of use, paid to the local committee.
Shamai machriaשמאי מכריע
Decisive appraiser: an independent appraiser appointed to decide a dispute over a betterment levy assessment.
Mas shevachמס שבח
Capital gains tax on the sale of real estate.

Will the appraisal be accepted by a court or the tax authority?

Our appraisals follow the Israeli appraisal standards and are signed by a certified real estate appraiser. For proceedings abroad, check with your attorney which format is required.
